Pacific island countries receive far less climate finance than their vulnerability demands, and grants alone cannot close the gap. This panel brings together leaders from Pacific regional, financial and regulatory institutions to explore how concessional loans, guarantees, insurance and first-loss capital can unlock greater investment in climate action. Attendees will hear practical examples from Fiji and the wider Pacific and learn what is needed to build an inclusive blended finance system that reaches climate-vulnerable communities, businesses and sectors.
